Concept 7 distinguishes between AA’s legal instruments and its spiritual ones — and makes clear which ultimately matters more.
What it means
“Legal instruments” — the Board’s charter and bylaws are real legal documents that give the trustees authority to act in the world: sign contracts, hold property, employ staff.

“The Conference Charter is not a legal document” — the Conference’s authority rests not on law but on tradition and the Fellowship’s trust. If the Fellowship withdrew its support, the Conference would have no power — regardless of what any legal document said.
